Aim:
To enable local third-sector organisations to understand the regulations surrounding local council procurement in England.

To build participants’ capability in writing high-quality bids that attract the attention of Wigan Council and which score highly during bid evaluation.


Target audience:


This course is designed for third sector organisations that wish to win business with Wigan Council.

In addition, it will also appeal to Wigan Council personnel who are responsible for attracting high quality organisations to bid for contracts and who are concerned with building a vibrant local supply community.

Introduction to procurement and bidding for contracts

Public sector procurement in the UK

How to find tender advertisements and submit your bid

Evaluating your bid

Market, selling and bid writing

How to write a winning bid

Bid writing in practice

Collaboration, social value and the Wigan Deal 2030

Learning outcomes:


By the end of the course participants will be able to:


❑ Understand the Public Contracts Regulations 2015 and how they dictate how Wigan Council and other public bodies procure goods and services.
❑ Be aware that these are currently under review and are likely to change in 2023.
❑ Be aware of the relevant monetary thresholds built into the Regulations, and understand how they drive the purchasing decisions of the Council.
❑ Know how to find tender advertisements for prospective contracts and know what to do when they have found them.
❑ In particular, understand how to use the Chest, Contracts Finder and Find a Tender portals
❑ Understand why the lowest price is not necessarily the best deal – Value for Money explained.
❑ Understand what constitutes a high-quality, well-written bid that complies with the requirements in the tender
❑ Understand how Wigan Council evaluate bids
❑ Be aware of the importance to include Social Value creation as part of the bid
❑ Collaborate with other organisations to form a consortium and present a joint bid
❑ Bid with more confidence and win more contracts
