- Councillor David Molyneux – MBE for services to Local Government and the Community in Wigan
- Professor Srimathi Rajagopalan Murali – MBE for services to International Doctors working in the NHS
- Dorothy Margaret Bowker – BEM for services to Disadvantaged People in Leigh
- Stewart Parsons – BEM for services to Music and Libraries
The Queen’s Award for Voluntary Service was awarded to:
- Lancashire Mining Museum in Astley
- Talking About My Generation in Leigh
- The Pelican Centre in Tyldesley
- Think Ahead Stroke in Ince
The Queen’s Award for Enterprise was awarded to:
- Idem Safety Switches in Hindley Green
